POLLING DISTRICT REVIEW

Please find below a notice of Polling District review. More information regarding the review can be found on the following webpage. Polling District Review 2024

OFFICIAL NOTICE OF POLLING DISTRICT, POLLING PLACES AND POLLING STATIONS REVIEW

The Electoral Registration and Administration Act 2013 introduced a change to the timing for all relevant authorities to conduct a review of the designated polling districts and polling places for Parliamentary constituencies.

Purpose of the Review: The review will enable the council to seek to ensure that all electors have, as far as practicable, reasonable facilities for voting. Cheshire East Council hereby gives notice that a review of polling districts, polling places and polling stations in the borough will take place over the next few weeks. This will include those in the Parliamentary constituencies of Macclesfield, Congleton, Tatton, Crewe and Nantwich, Cheshire South and Eddisbury and Mid Cheshire.

Please note that the Boundary Commission is currently conducting a review of Cheshire East Council’s electoral arrangements which will ultimately affect the Council’s polling arrangements. The Commission expects to have undertaken their review and to publish the final recommendations by 13 May 2025, with the final Order expected in the summer of 2025. It is therefore proposed that Cheshire East Council will undertake a further detailed review of its polling districts, places and stations following the conclusion of the Boundary Commission review, for which there will be a further period of consultation. The council has now decided that it will consult upon its preferred option of making no changes at this time to its existing polling district, place and station arrangements, until such time as the boundary review is concluded.

Each of the current buildings, that are used as polling places have been previously assessed in relation to accessibility. Relevant mitigation measures have been put in place at all previous elections where required.

However, we are looking for feedback on any aspect of our current polling districts and polling places, and we invite representation and comments from all interested persons, local political parties and Councillors, as well as such persons or bodies as may have particular expertise in relation to access to premises or facilities for persons who have different forms of disability. Any persons or bodies making representations should, if possible, express their views as to alternative places that may be used as polling places. As part of the review, the (Acting) Returning Officer will be consulted on any proposed polling arrangements. The deadline for representations is Wednesday 18 December 2024. Details of the existing arrangements and polling stations are available on our polling districts and polling places webpage: www.cheshireeast.gov.uk/pollingreview or can be requested from Electoral Services at the address provided below.

OFFICIAL Giving your feedback:

Representations should be sent in writing to Cheshire East Council, Electoral Services, Macclesfield Town Hall, c/o Delamere House, Delamere Street, Crewe, CW1 2LL;

or via email at [email protected]

If you have any questions about this review, or if you want any information in a different format, or to submit your response in a different way, please contact our Electoral Services Team on 01270 685922.

Changes to council car parks to go live next month

New changes at car parks in Cheshire East will go live from Monday 2 December.

Motorists are encouraged to take note of the following changes to Cheshire East Council car parks as of this date:

  • Parking charges will come into effect at most council-owned car parks where parking is currently free. Details of the charges can be found here: https://www.cheshireeast.gov.uk/car-parks-and-parking/car-parks/car-park-charges-and-tickets.aspx
  • Most car parks will become ‘cash-free’, meaning payment will be by debit or credit card at pay and display machines, or via the RingGo app. However, at least one car park in every town in Cheshire East will continue to accept cash payments.

In addition, the council’s residents off-street parking permit scheme has been extended to cover more areas.

The scheme allows residents that don’t have access to off-street parking to apply for a 12-month permit for specific car parks, at a significantly reduced cost.

Residents who rely on parking in a council car park can check if they are eligible for a permit via the council’s website: https://www.cheshireeast.gov.uk/car-parks-and-parking/parking-permits/residents-car-park-permits.aspx

Councillor Mark Goldsmith, chair of Cheshire East Council’s highways and transport committee, said: “While we recognise these new parking arrangements have caused some concerns, they are necessary to ensure all our towns are treated in a fair and equal way, and to reduce some of the financial burden facing the council.

“Each year, the cost of maintenance, management, and enforcement for all our car parks is considerable, and the costs continue to rise.

“The council, for example, pays in the region of £900,000 a year in business rates for its car parks, but 70 per cent of this is retained by central government. Therefore, it is only fair that each parking site contributes to these expenses.

“These changes to parking will also provide financial support to other council services, such as highways maintenance and bus routes. They also complement the council-wide transformation of how we deliver all our services, as we work to reduce spending by £100m over the next four years.”

Cllr Goldsmith added: “Once the changes have come into effect, we will continue to monitor the situation closely across the borough so that interventions can be made where necessary.

“The extended consultation process carried out last year identified some residents that are without a driveway and also live on roads that have extensive parking restrictions. These residents have instead been using nearby free council car parks to park their vehicles.

“To address this issue, we have reviewed and extended our off-street parking permit scheme so that it applies to many more residential areas across the borough. I encourage those now eligible to find out more and consider applying.”

The council’s ‘free after 3pm’ initiative is still in place and has been extended to specific car parks in towns where charges are now being introduced.

Free parking will also remain at a number of smaller car parks in the borough where it is not value for money to introduce pay and display.

During term time, charges for some car parks will not start until 9am during the week to allow these to be used at school drop off.

Notes to editors:

Permit scheme for residents:

The permit scheme for residents (two permits are available per property and cost £80 for the first permit and £95 for the second permit) currently covers certain addresses in Knutsford, Macclesfield and Nantwich and is being extended to cover certain addresses in Sandbach, Prestbury, Poynton, Middlewich, Holmes Chapel, Handforth, Disley, Crewe, Congleton, Audlem, Alsager and Alderley Edge.

More information about the scheme and how to apply can be found here: https://www.cheshireeast.gov.uk/car-parks-and-parking/parking-permits/residents-car-park-permits.aspx

Mitigation measures:

The council recognises the potential of cars being displaced from car parks onto residential streets because of new charges being introduced.

On a town-by-town basis, a set of potential mitigation measures has been prioritised, which take into account feedback given through the public consultation held last year.

Any mitigation measures will be subject to further consultation with residents and councillors before they are introduced and could include parking zones or bays for residents, time-limited parking bays, or introducing single or double yellow lines.
